Board of Trustees & Management Committee
The Governing board of Trustees work together to:
1. Developing a vision and strategy for the school, overseeing the financial performance of the school and making sure its money is well spent.
2. Holding the school leaders to account to ensure that every pupil has the best possible education.
The Trustees ensure clarity of vision, ethos and strategic direction, holding executive leaders to account for the educational performance of the school and its pupils, performance and management of staff.

Under The Education Act of Uganda
Clause 3: Management committees.
(1) There shall be an established management committee for a school or a group of schools.
2) A school management committee shall, subject to subregulation (4) of this regulation, consist of
(a) four members appointed by the education committee of the area in which the school is situated one of whom shall be appointed a
chairperson;
(b) two members elected by the parents of the school in accordance with the Schedule to these Regulations; and
(c) three members appointed by the chief education officer.
Administrative roles of SMCs include planning, financial control, maintaining discipline and implementing policies which are aimed at creating stability to enhance effective teaching and learning in primary schools.
